Department of Irrigation and Drainage (DID) Sabah was established on the 1st of January 1967 under the purview of the Ministry of Agriculture and Fisheries Sabah (now known as Ministry of Agriculture and Food Industry Sabah). The main purpose of establishing DID at that time was to take over the irrigation and drainage works performed by the Hydraulic Branch of the Public Works Department in order that the State Government's effort to increase paddy production can be given due emphasis.

DID has expanded tremendously in terms of its organisation, functions and responsibilities. 12 administrative regions were established in 12 main districts in the state of Sabah. In addition, DID was also given the responsibility to manage the state water resources with the long-term intention to develop a separate State Department of Water Resources.

DID Sabah is one of the largest state DID in Malaysia and it operates under the following state ordinances:-

a) Drainage And Irrigation Ordinances, 1956.

b) Drainage and Irrigation Enactment (Amendment), 1983.

c) Sabah Water Resource Enactment, 1998.
